By the next morning the violence was sporadic. There were also rumors that the African-American neighborhoods were arming themselves and planning retaliatory action. The Atlanta police department was sent into these neighborhoods- not to protect those who were the targets of violence but to make sure that they did not take action.
However, even with the police presence in these neighborhoods, there were small groups of whites who went into these areas to commit acts of violence and property damage.
